a canada-wide arrest warrant has been issued for wentao yang, a vancouver man accused of owing money to the canada revenue agency.
yang was charged on nov. 12, 2025, with offences including tax evasion and fraud, as an individual and as director of the resource company kailas energy corp. he hasn’t appeared in court, so the arrest warrant has been issued.
according to the cra, an investigation into yang began after the 2016 panama papers leak, in which millions of documents were released that showed a sophisticated global network existed in which money was hidden through various shell companies and other methods.
“the cra alleges that yang facilitated the acquisition of multiple canadian oil-and-gas assets by investor groups in china,” said the cra. “during the 2015 and 2016 taxation years, yang failed to report consulting fees, and kailas failed to report consulting fees for the 2015 taxation year. these transactions were done in such a way as to obscure the source of the funds by using several transfers, including through foreign bank accounts, before being deposited into canadian accounts held by the accused.”
